INTRODUCTION

The Niger State Ministry of Agriculture and Rural Development received a grant from Alliance for a Green Revolution in Africa (AGRA) to implement a Capacity Strengthening for the Ministry of Agriculture and Rural Development Project for the period of 24 months – May 15, 2019 to May 14, 2021.

The project aimed to strengthen the capacities of the Ministry of Agriculture and Rural Development in Niger State, to increase incomes and improve food security of small holder farmers through institutional strengthening and enhanced program delivery with expected delivery of the following High Level Results

  • $2 million mobilized as a result of improved coordination effort.

  • 10% of total state budget allocated to agriculture sector from baseline of 8%

  • 50% of annual state agricultural plans and strategies implemented

  • Participation of private sector and Civil Society in state policy processes increased by 50%.

  • 8 million private sector investment in agricultural value chains leveraged

  • Functional M & E systems in place at state level

  • Capacity of State in planning and budgeting strengthened

The project targeted beneficiaries are largely smallholder household farmers in Niger State under rice, maize and cassava Value Chains. The project has four key milestones areas / component of strengthening Planning capacity of the State Ministry of Agriculture, development of Operational plan for Niger State’s Agriculture , support for Coordination of programs and projects in the state and strengthening Monitoring and Evaluation system of the Ministry of Agriculture and Rural Development.

AGRA appointed a Service Agency by name Synergos Dynamic Services Limited w to manage, administer and account for the grant fund for the Ministry of Agriculture and Rural Development to implement the project, but the grant performance and accountability still remain with Niger State Ministry of Agriculture and Rural Development..

The grant milestones are to be jointly be delivered by the Ministry of Agriculture and Rural Development and the consultant engaged by the AGRA by name Synergos Dynamic Services Limited.

ACTIVITIES IMPLEMENTED

The activities undertaken during the period under review are given as follows:

  • The staff of the Capacity Strengthening for the Ministry of Agriculture and Rural Development Project participated in the USAID Mission field trip to Niger State on 22nd – 26th July, 2019.

  • The circular for submission of 2020 work plan and budget was received from the Niger State Planning Commission and inputs gained from the trainings conducted under the project were inserted by the staff of MDAs as to enhance realization of the project objectives.

  • The Procured project equipment involving 15 laptops, 4 Desk tops, 2 Heavy Duty photocopiers, 2no each of Printers and scanners, 2 Internet wireless routers were configured and installed.

  • Project Management Team meeting was held on 1st August, 2019 in the office of the Permanent Secretary, Ministry of Agriculture and Rural Development, Minna, Niger State. The meeting was chaired by the Permanent Secretary, Ministry of Agriculture and Rural Development with AGRA Assistant Program Officer and all the PMT members in attendance. The meeting highlighted implementation progress of the project and the current quarter workplan schedule. Key outcome of the meeting were that a brief on implementation progress will be prepared by the Permanent Secretary, Ministry of Agriculture and Rural Development for submission to Mr. Governor and the Permanent Secretary directed that henceforth quarterly implementation progress report must be submitted by each department/unit in the Ministry.

  • A stakeholder consultative forum for 2020 Agricultural sector budget was held on 5th August, 2019 at the Ministry of Agriculture and Rural Development Conference Hall. The workshop was attended by the stakeholders in Agricultural sector in the State including the Ministry of Agriculture and Rural Development, Ministry of Livestock and Fisheries, Ministry of Environment, Ministry of Women Affairs, The House committee on Agriculture in Niger State House of Assembly, Niger State Agricultural and Mechanization Development Authority, Niger State Fadama III Additional Financing, IFAD Value Chain Development Programme, All Farmers Association of Nigeria, Rice Farmers Association of Nigeria, Agriculture Graduate Association of Nigeria, IBB University Lapai, Collage Agriculture Mokwa, Collage of Education Minna.

The forum aimed to analyze the performance of past three years budgets (2016 – 2019), and identify their challenges and lessons to serve as input for 2020 budget preparation. It also strengthen the stakeholders capacity in budgeting process

The Permanent Secretary Dr. Ibrahim G. Musa gave the welcome address, while the AGRA program Officer in the state gave goodwill message.

A technical paper was presented by the consultant Mr. Yomi Adedaru of Reap Consulting Ltd. Lagos

  • The Procured project equipment involving 15 laptops, 4 Desk tops, 2 Heavy Duty photocopiers, 2no each of Printers, power generators and scanners, 2 Internet wireless routers were publicly presented on 5th August, 2019 to Agricultural sector stakeholders and media at Conference Hall of the Ministry of Agriculture and Rural Development.

  • A 2 day high level capacity building on Planning and Budget implementation for Directors of Ministry of Agriculture and Rural Development was conducted on 5 – 8th August, 3019 at Macs Hotel and Resort Suleja, Niger State in which 15 participants attended. The Associate Programme Officer Mr. Godswill Aguiyi represented the Country Director AGRA, while Mr. Adejoh Victor Attah represented Synergos Dynamics Services limited

  • Work is ongoing on the agricultural sector website design by the consultant engaged as the project team continued to respond to their data demand. Such data demand includes the Ministry‘s contact information and MDAs within the sector’s monitoring/MIS tools

  • The Terms of Reference for the consultant engaged for the State Agricultural Policy was shared among the Project Team for comments

  • A two-day capacity building workshop on Validation of Monitoring and Evaluation Tools for M&EOs and Desk Officers in the Ministry of Agriculture and Rural Development and her Agencies involving 40 participants from 19th – 20th August, 2019 at the conference hall of the Ministry of Agriculture and Rural Development, Minna.

  • The Agricultural Core Delivery Team (ACDT) for AGRA supported Capacity Strengthening for the Niger State Ministry of Agriculture And Rural Development Project was inaugurated by the Permanent Secretary, MARD on 21st August, 2019 at the conference hall of the Ministry of Agriculture and Rural Development, Minna,

The team is made up of 18 members various stakeholders drawn from within the agricultural sector of high level technocrats from ministries of Agriculture and Rural Development; Livestock and Fisheries Development; Women and Social Affairs; academia, Organized Private Sector, Civil Society Organsation and Commodity Association

  • A thematic meeting was held between the project team, Synergos team and the consultant engaged for development of Niger State Agricultural Investment plan on 21st August, 2019 at the Office of Director of Planning Research and Statistics, Ministry of Agriculture and Rural Development, Minna,. The meeting discussed the Terms of Reference for the consultant and strategized on how to achieve the task within the scheduled time.
